My Lord Duke,
I have the honour to state that, with the
rapid increase of the Chinese population in the Colony and the incressing adoption of western methods of medicine, there has arisen a need for more expert European supervision of the native medical institutions, e.g. the Tung Wah and Kwong Wah Hospitals and the native dispensaries, if these institutions are to be kept up to anything approaching European standards, and it is in my opinion advisable that
a properly qualified medical officer, preferably one with
previous local experience, should be free to devote his
whole time to the work.
2.
As the present staff is not sufficient to
permit of on officer being posted to this work, I shall be
glad if sanction may be given for the increase of the
medical establishment of the Colony by one officer and if
steps may be taken to appoint an officer to fill the
vedancy. Particulars of the post are given in the
enclosure.
